Add config item: HangulKeyboard

Hangul keyboard setting should be configured by users.
Now libhangul context will be created according to "HangulKeyboard" config
item. Hangul engine watches it being changed.

Later, user can change the hangul keyboard layout by ibus-setup-hangul.
