Added CA Util API to assign the port number of IP(UDP/TCP)

Added CA Util API to assign the port number of IP(UDP/TCP)

CA utility layer provides transport specific functions.
and the UDP/TCP port number related functions are added.
- get the port number currently openned.
- set the port number to use.
