x86: spi: Don't enable SPI_FLASH_BAR by default

We don't normally need this on x86 unless the size of SPI flash devices is
larger than 16MB. This can be enabled by particular SoCs as needed, since
it adds to code size.

Drop the default enabling of this option on x86.
