* pthread_cancel.c (pthread_cancel): Use tkill directly.

* sysdeps/unix/sysv/linux/pthread_kill.c (__pthread_kill):
Disallow sending SIGCANCEL.

tst-kill3, tst-kill4, tst-kill5.
