Support .ONESHELL on MS-Windows, for default Windows shells.

 read.c (record_files): Pay attention to .ONESHELL in MS-Windows.
 job.c (construct_command_argv_internal): Support .ONESHELL on
 MS-Windows, when the shell is not a Unixy shell.
