tools/criticalstat: Add new kconfig option to warning message

In kernel 4.19 and later, the CONFIG_PREEMPTIRQ_EVENTS option is unused.
Instead, it requires a kernel built with CONFIG_PREEMPTIRQ_TRACEPOINTS.
