[PATCH] sched: fix prio_to_wmult[] for nice 1

There's a typo in the values in prio_to_wmult[] for nice level 1.  While
it did not cause bad CPU distribution, but caused more rescheduling
between nice-0 and nice-1 tasks than necessary.
