packaging: Bump to 216, conditional kdbus support

+ Rename systemd-coredumpctl to coredumpctl (f4bab169) and introduce
  coredump.conf (34c10968).

+ Disable some new features: sysusers, firstboot, timesyncd, resolved
  and networked.

+ New tools: systemd-escape and systemd-path.

+ New header files in the devel package.

+ Add package-specific rpllint configuration file.

[Dropped kdbus support]
