move markup-test to noinst_PROGRAMS; it isn't a proper test, the proper

* tests/Makefile.am (TESTS): move markup-test to noinst_PROGRAMS;
it isn't a proper test, the proper test would be
run-markup-tests.sh, but that can't go in tests, so we need
a manual make check rule. Didn't do that yet.
