isl_input.c: change tuple parsing

Instead of immediately updating an isl_map, we first collect the
information in an isl_multi_pw_aff and then update the isl_map
based on this information.
This will allow us to reuse the tuple parsing in an improved
isl_stream_read_multi_aff.
