Add user pcoval to IoT Connectivity domain

As recently assigned as iotivity's Platform Support co maintainer,

I think I can help regarding IoTivity for co-maintenance.

The general idea is to have upstream and downstream
 the most aligned it is possible.
So it would be nice to rebase tizen branch on latest tag
 fom iotivity's upstream git,
 instead or importing tarballs.
