Add missing entry.

* configure.ac (--with-specs): New option.
* configure: Regenerated.
* gcc.c (driver_self_specs): Include CONFIGURE_SPECS.
* Makefile.in (DRIVER_DEFINES): Add -DCONFIGURE_SPECS.
