egl: initialize SyncCondition after attr parsing

Reduce the noise in the next patch.  For EGL_SYNC_NATIVE_FENCE_ANDROID
the sync condition is conditional on EGL_SYNC_NATIVE_FENCE_FD_ANDROID
attribute.
