dvb: support swdemux [3/3]

PD#SWPL-2788

Problem:
   support 4 demux at same time.

Solution:
   support swdemux and swdsc.

Verify:
   verify at r311 in android p.
support:
1.separte from cpu/platform, it add varible that may change
