Skip gdb ifunc tests on targets that don't support this feature.

* lib/gdb.exp (skip_ifunc_tests): New.
* gdb.base/gnu-ifunc.exp: Skip if no ifunc support.  Handle
other compile failures.
* gdb.compile/compile-ifunc.exp: Skip if no ifunc support.
