pass-hal: rpi: Remove unsupportd backend functions

Remove unsupportd backend functions as following:
- remove hotplug_ops because rpi4 has been supported the dynamic CPU hotplug
- remove the up_threshold and down_threshold of ondemand governor
because rpi4 uses the schedutil cpufreq governor.
