x86: Determine vector length from the last vector operand

Determine VEX/EVEXE vector length from the last multi-length vector
operand.

* config/tc-i386.c (build_vex_prefix): Determine vector
length from the last multi-length vector operand.
(build_evex_prefix): Likewise.
