package version up to 3.0.0

- add haltest cases
- add the new backend interface at tbm_backend.h
  and the backend module need to implement with tbm_backend.h
- deprecate the legacy backend interface at tbm_bufmgr_backend.h
  and this will be removed at Tizen version 6.0.
- increase the major verion of the TBM backend ABI to version 3.0
