usb: panel type-c need support adb and u-disk [1/1]

PD#SWPL-9127

Problem:
the id pin of the type-c is aways high, whether it is connected to u disk
or usb cable.

Solution:
It need set vbus high when the usb mode is host only.

Verify:
test passed on sm1
