New doc section about command line length limits.

* doc/automake.texi (Length limitations): New node.
(Alternative): `nobase_' is not always equivalent to several
base variables.
(Install): Mention multi-file install.
* NEWS: Expand on the issue, list some more user-visible
consequences.
