PR bootstrap/95555 - powepc64 bootstrap failure due to -Wmaybe-uninitialized in reload_cse_simplify_operands

gcc/ChangeLog:

* postreload.c (reload_cse_simplify_operands): Clear first array element
before using it.  Assert a precondition.
