drm/amdgpu/display: fix build when CONFIG_DEBUG_FS is not set

drm/amdgpu/display: fix build when CONFIG_DEBUG_FS is not set

amdgpu_dm_crtc_late_register() is only used when CONFIG_DEBUG_FS
is enabled so make it dependent on that.
