ARM64: tizen_bcmrpi3_defconfig: enable I2C_CHARDEV

The I2C_CHARDEV flag enables the compilation of the i2c-dev
driver which generates a character device of the type /dev/i2c-X
where userspace programs can access to the i2c devices without
the support of any device drivers.
