Disable make check in docs/reference/libebackend

Documentation in EDS is not good quality enough to require
that the gtk-doc checks pass for distcheck.

Commenting out the tests in this directory so that distcheck
can pass without checking quality of docs (all other gtk-doc directories
already dont set TESTS = $(GTKDOC_CHECK) ).
