amvecm: HDR10+ vsif informaton confirmation [1/1]

PD#SWPL-8250

Problem:
1 check my patch to Mingliang on trunk
2 980 check vsif and frame timing confirm if vsif is one frame ahead
or not

Solution:
The data is the same as the standard of SPEC.
