add the viewport_array.* tests

add the viewport_array.* tests

to the KHR-GLES32.core and KHR-GLESEXT test groups.
This adds the following 16 tests which can all be run with the
KHR-GLESEXT.viewport_array.* or KHR-GLES31.core.viewport_array.*
