Battery: set POWER_SUPPLY_PROP_ONLINE appropriately.

BZ: 24596

POWER_SUPPLY_PROP_ONLINE property should be set to 1 as long as
the charger is in a healthy state.
This should be the case even if charging is disabled due to some error,
other than those related to the power-supply.
