packaging: make xdg-shell conditionnal at runtime

Using env variable : EFL_WAYLAND_USE_XDG_SHELL
(name is inspired from Qt implementation of xdg-shell)

Warning: the variable will be enabled for login shells
so make sure env is set to expect it to be activated
(in doubt: sh -l -c "application" )
