Add regcomp.c warning checks to t/porting/diag.t.

 * Support regcomp.c ckWARN and vWARN macros
 * Update pod/perldiag.pod for fixes discovered with new checks
 * Allow t/porting/diag.t to match printfs with flags more liberally
