libstdc++: Fix DRIVEROPTS and TESTFLAGS processing

libstdc++-v3/ChangeLog:

* testsuite/experimental/simd/generate_makefile.sh: Use
different variables internally than documented for user
overrides. This makes internal append/prepend work as intended.
