arch: Introduce arch_{,try_}_cmpxchg128{,_local}()

arch: Introduce arch_{,try_}_cmpxchg128{,_local}()

For all architectures that currently support cmpxchg_double()
implement the cmpxchg128() family of functions that is basically the
same but with a saner interface.
