Update defconfigs to enable TC for "FixedMath"

Updates TC "defconfig" of sidk_s5jt200 and artik053 boards with new Kconfig TC_KERNEL_LIBC_FIXEDMATH.
This new config is to enable tc for Libc FixedMath.
