s5pc1xx: Soft-I2C uses repeated start condition

Tested: SDK rev 1.0, rev 1.1 (AVS)

The previous "repeated start" was not standard; but a simple stop and
start, which was not compatible with LP3979.

This modified repeated start for i2c_read is compatible for both MAX8998
and LP3979 (and other I2C used on boot)
