audio: add kcontrol of EQ setting [1/2]

PD#TV-1808,TV-1809,TV-1810,TV-1811

Problem:
HW EQ on TL1 doesn't work

Solution:
Add kcontrol of EQ setting and getting

Verify:
test on X301
