Separate POD file and ExtUtils::ParseXS::Utilities

Create separate file to hold POD and introduce
ExtUtils::ParseXS::Utilities to hold non-object-oriented functions
refactored out of ExtUtils::ParseXS; first instance:
standard_typemap_locations().
