Avoid warnings due to the use of -Wuninitialized without -O.
* configure.ac (build_warnings): Include -Wuninitialized only if
CFLAGS is unset at configure time, or CFLAGS is set and includes
some -O option other than -O0.
* configure: Regenerated.
