[PORT FROM R2] atomisp: mt9e013: fix the apparent different FOV for 720p

BZ: 18089

sensor settings for 720p was wrong.
output size is smaller than reqiurement.

This is a quick and dirty hack that adds special case for
this particular problem in the resolution selection function.
