GFX: config the right active power latency to 50ms

GFX: config the right active power latency to 50ms

BZ: 38510

Now the GFX SYS_SGX_ACTIVE_POWER_LATENCY_MS is 5, which should
effect the system load and reduce the performance.

After refer some other manufacturing config, 50 -- 100 is the
reasonable value.
