gst-checks.m4: document AG_GST_CHECK_GST_PLUGINS_BASE and set GST_PLUGINS_BASE_DIR

Also set GST_PLUGINS_BASE_DIR (in addition to GSTPB_PLUGINS_DIR), for consistency
with the good/ugly/bad/ffmpeg equivalents.
