Check validity of Smack labels in API function arguments.

[Issue#]       N/A
[Feature]      Catch errors with invalid Smack labels.
[Cause]        API users are passing invalid strings as Smack labels.
[Solution]     Implement internal checking of Smack labels.
[Verification] Build
