Add max size attachments tests

Add max size attachments tests

This test creates very big color, and depth/stencil attachments
in all possible dimensions and layers.

Original tests in the affected group were moved to *.small.*
subgroup.

Modified tests:

dEQP-VK.pipeline.render_to_image.*.small.*

New tests:

dEQP-VK.pipeline.render_to_image.*.huge.*
