Fixed bug in SRMIsSecurityResourceURI()

Fixed bug in SRMIsSecurityResourceURI()

SRMIsSecurityResourceURI() API was returning "TRUE" for all resources with
URI starting with "/oic".  sizeof() char * is always 4.  Changed to strlen().
