Re-activate test Transactions test. (dotnet/corefx#38554)

* This test was disabled a long time ago with failures only occuring in CI.
* Re-enabling to see if the issue still exists.
* System.Transactions.Tests.AsyncTransactionScopeTests.AsyncTSTest
