meta-tizen: Add missing file in package

This patch reverts 78def11e7396a5d76d416b1f16e9a9f726f59744
(https://review.tizen.org/gerrit/#/c/21127/) which was a manual
correction and replace it with a newly generated recipe that corrects
the original bug. (The script that generates the recipe has been
patched, hence the new recipe.)
