pinctrl: mvebu: guard sub-directory with CONFIG_PINCTRL_MVEBU

CONFIG_PINCTRL_MVEBU is more suitable than CONFIG_PLAT_ORION
to guard the drivers/pinctrl/mvebu/ directory.
