[comitted] Testsuite: Disable PR99149 test on big-endian

This patch disables the test for PR99149 on Big-endian
where for standard AArch64 the patterns are disabled.

gcc/testsuite/ChangeLog:

* g++.dg/vect/pr99149.cc: Disabled on BE.
