Add support for the Renesas M32C and M16C.

* configure.tgt (m32c-*-*): New entry.
* config/m32c/m32c.mt: New file.
* m32c-tdep.c: New file.
* Makefile.in (elf_m32c_h): New variable.
(m32c-tdep.o): New rule.
* NEWS: Mention new target.
* MAINTAINERS: Designate Jim Blandy as responsible maintainer.
