Create runtime clone to manually kick off full test runs (#61641)

This change allows devs to manually kick off full test runs on the configurations that only execute smoke tests per PR.

To kick things off, you can run /azp run runtime-manual
eng/pipelines/runtime-manual.yml [moved from eng/pipelines/runtime-staging-template.yml with 59% similarity] diff | blob | history
eng/pipelines/runtime-staging-manual.yml [deleted file] blob | history
eng/pipelines/runtime-staging.yml diff | blob | history
