ARM: dts: bcm2711-rpi-4-b: Add cts pin setting for bluetooth uart

This patch is referred to bcm2710-rpi-3-b-plus.dts.

The below is its commit-msg:
There is missing cts pin for uart0 used by bluetooth. Add the cts pin
setting as like bcm2837-rpi-3-b-plus.
