ARM: configs: add tizen_bcm2709_defconfig

Add tizen_bcm2709_defconfig to support rpi2 and rpi3 32bit for
tizen.

Note: the defconfig is based on bcm2709_defconfig with tizen
features and less module options to fit 20MB modules size.
